If the image is the same, you can create P94 from P158, but without delete P158.

A seal is not the same as a coat of arms. The example provided above is certainly not a seal.
Also note the constraints on Property:P94 and Property:P158, e.g. a seal image must not use the character sequence "[Cc]oat of [Aa]rms".
