To be a great power, the states build and maintain their power capability in the system, and that capability is growing in every period, such as the emergence of nuclear power in the Cold War era. Furthermore, the scholars of international relations have different perceptions to determine the poles after the Cold War until this era whether the international system is unipolar or multipolar or even bipolar, as several countries are predicted to be potential great power in the forthcoming years.

Hal ini bermula dari Surat Keputusan Walikota Surabaya No. 188.45/366/436.1.2/2008 mengenai tukar guling antara Waduk Sepat di Kelurahan Lidah Kulon Surabayadengan tanah PT Ciputra Surya Tbk yang saat ini menjadi Surabaya Sport Center (SSC) di Kelurahan Pakal Surabaya. Dalam proses tukar guling tersebut, belum ada kesepakatan pasti antara warga dengan pihak Pemerintah Kota Surabaya maupun pihak pengembang. Tujuan dari penelitian ini adalah untuk menjelaskan motivasi yang dilakukan oleh LSM dalam memperjuangkan Waduk Sepat, strategiyang digunakan LSM, cara antar LSM maupun LSM dengan warga berkoordinasi dalam mengembangkan isu dan menyatukan ide.
