What this PR does / why we need it:

Obsoletes #3183 .
It enables for test-ng:

  • README (including explanation of new distribution build features)
  • runtime build
    • Better architecture independency
    • Checksums for downloaded archives
    • Content-Based Checksums for build artifacts
    • Caching of python tgz dependencies
    • Caching of build artifacts

Therefore, we only need to keep the site-packages directory in the root of the runtime
and symlink it to the other architectures.
