[TEMPORARY] DB Browser for SQLite with SQLite 3.48.0

This build is a temporary release.
Note
Please note that the SQLite version is displayed as 3.48.0,
but it differs from the actual 3.48.0 version that will be released in the future.
A bug has been identified in the latest stable version of SQLite (3.47.0) that prevents proper use of database files with UTF-L(B)E encoding. This issue has been resolved in the latest master branch of SQLite, which has not yet been officially released. Therefore, we are distributing this temporary version for users to use until the new stable version of SQLite that includes this fix is released.
