This PR updates dependencies to Angular 17 and fixes several build problems that occurred during the upgrade.
@angular/cdk and @angular/material are specified as 16 || 17, because @angular/material 16 can be used with Angular 17 for the legacy components.
@angular/flex-layout (deprecated) was replaced with @ngbracket/ngx-layout
@types/googlemaps (deprecated) was replaced with @types/google.maps
