The new task monitoring feature runs the garbage collection for the task registry regularly.
The REST handler gives out all current tasks via route
_admin/task-monitoring.The PR is only that long because I moved the content of
arangod/AsyncRegistryServertoarangod/SystemMonitoring/AsyncRegistry.
