Description of Change

GitHub will be removing the author_association field from event payloads in the near future, so we need to switch this logic to manually fetch the association. Unfortunate downside here is that these runs used to be able to be filtered out entirely for maintainers, but now a small job has to run to determine if the user is a maintainer if the other criteria is met.
