Closes: N/A

What's being changed (if available, include any code snippets, screenshots, or gifs):

Added a new, comprehensive README.md for the GitHub Developer Program.

  • Included a clear TL;DR at the top for quick understanding.
  • Structured key benefits, eligibility, and resources for developers.
  • Modernized the language and improved readability over the older version.

Check off the following:

  • A subject matter expert (SME) has reviewed the technical accuracy of the content in this PR. In most cases, the author can be the SME. Open source contributions may require an SME review from GitHub staff.
  • The changes in this PR meet the docs fundamentals that are required for all content.
  • All CI checks are passing and the changes look good in the review environment.

@AzizB283 This doesn't align with our style guide on a number of levels, I'm afraid. For significant edits to an article, we also request that you open an issue first so that the necessity of the changes can be discussed before you start making specific changes. Please take a look at our contributing docs for more info. I'm going to close this PR and the other one you opened. If you feel this article is lacking something specific that makes it less useful, please feel free to open an issue.
