My team has lucked into some interns for the summer and I've come to propose a GJ-themed project that they work on.

I'd like to pick up the excellent work started by Andi in #2364; our goals are to improve visibility into graphql-java performance and add guardrails against regressions. The north stars for this system include the chromium and grpc perf dashboards. Our interns will be guided by @chriswr95, myself, and yourselves if interested.

I propose these requirements for the project:

1. run the graphql-java benchmark suite against master on a regular schedule
2. serve a web-based dashboard that charts benchmark performance over time
3. run on public infrastructure (ie not private twitter infra), with account secrets owned by the graphql-java project
4. run at effectively 0 cost. This could mean fitting within the free tier of some cloud platform or that we arrange funding to offset the cost

Cost permitting, we'd like the system to also support:

1. run on every PR as a github check
2. run on demand for select branches
