This PR adds support for loongarch64-unknown-linux-gnu target.
We are using
gcc-13-loongarch64-linuxbecausegcc-loongarch64-linuxis not available in Ubuntu 24.04. Ubuntu 24.10 providesgcc-loongarch64-linuxbut is not yet available as a GitHub Actions image.
