Closes #25708 by pinning cygwin to 3.9.16-1, which does not time out. Replaces #25714. Related to gitpython-developers/GitPython#1814.

The ci run is passing. @EliahKagan is there an cygwin issue we could track to know when to release the pin?

This also updates the cleanup-path action to v4 in order to get node-20 since the deprecated node-16 used in the previous version emits a warning when running the action

is there an cygwin issue we could track to know when to release the pin?

A couple of reports have been posted to the mailing list where Cygwin bugs are tracked, and the maintainer of Cygwin's downstream Python packages is investigating.

Edit: I had missed the first message that reports the bug when I first posted this comment.
