We have successfully integrated the Cosmian KMS with Percona pg_tde (https://docs.cosmian.com/key_management_system/percona/).
The Cosmian KMS is developed in the EU, and offered under a BSL license: free for testing, source opened on Github: https://github.com/Cosmian/kms/.
