A copy-editing pass for Removed. This will have merge conflicts with #137789.
Structually, Removed moves above Deprecations, because removals are in general more important. This mirrors the structure of What's New in 3.13.
Two items from an "Other" sub-head move to Other Language Changes, which will be the subject of a future PR.
