Updated the README with a Table of Contents and added more information are what algorithms are covered where in the repository and with what time complexity.

I believe that with a Table of Contents the README could be made more clear by displaying what specific solutions have been developed in each directory. I also elaborated on the directories giving the most aid to students who visit the repository for programming solutions. This elaboration includes listing the time complexity for the most popular and common algorithms in the repository so students can see the effective implementation at a glance.
