What does this PR do?

  • Updating issue template experience to be more inline with POLICY and [wip] Policy update #67739
    • No more feature requests option, directing to GitHub Discussions
    • Bug template now has required fields as a yml template instead of md template
  • Removes busted, unused triage workflow
  • Minor updates such as linking to GitHub discussions instead of the old wiki

What issues does this PR fix or reference?

Fixes #63831
