The evaluation team presents results of Question 1 in a complementary impact evaluation report. This report focuses on Question 2. We first provide a detailed description of Basa’s marginal costs and an assessment of the relationship between Basa’s marginal costs and marginal outcomes through a cost-effectiveness (C-E) analysis. We then present a forward-looking assessment of resources and funding required to expand Basa, under alternative scenarios.
