In a world filled with superheroes and super-villains, the regular police and Heroes of Paris cannot handle every potential super-criminal. To face super-powered threats to law and justice, the Paris Police Prefecture recently started a new unit, the Superhero Liaison Department.
A small-time Mafia drug lord recently became the face of the Lynchpin's drug-dealing enterprise. The regular police have been compromised too many times by the Lynchpin's moles. The only police department that can handle these potentially-super criminals is Roger Raincomprix's Superhero Liaison Department.

Summary
A “Mind Games”-verse SLD case:
The Superhero Liaison Department deals with every type of crime imaginable as it assists the Heroes of Paris by investigating superhuman criminals. Some of the time it’s a villain with a miraculous or an enormous electrical blog; other times, it’s a carjacker playing in the mud.
“We have a report of a carjacking in the 13th Arrondissement,” announced the SLD’s dispatcher.
“We’re responding to carjackings now?” Ray asked rhetorically, raising an eyebrow at Gouger from the passenger seat. “What’s the ‘super’ part?”
“The victim said that she stopped because she hit a bump in the road and thought she had run over something. She got out of the car to investigate but a sudden gust of wind knocked her to the ground. She caught a glimpse of a mound of earth beneath the car, but it disappeared as she watched. Before she knew what was happening, the car door slammed shut and the car sped off. Is that ‘super’ enough for you?”

Ramus shot Ray a look. “What my partner is saying is that we will do everything in our power to find your daughter – and whoever may have taken her, if she was taken at all.”
Ray's eye trailed down the man’s arm to his waist – specifically to the bulge in his front pocket over which he had placed his hand. “Sir?” he asked. “What is in your pocket?”
His eyes widened nervously and he patted the pocket. “What, this?” he answered evasively. “It’s… nothing.”

Marinette let out a breath, sighing contently as she looked around the Mansion’s dining room at all of her friends. Taking in the faces around the table, she shook her head in wonderment: everything was so different now than last year. Last Christmas no one else had been living at the Mansion, and they hadn’t known about a third of those in this room. But after the year they’d had, she couldn’t imagine trying to keep all of this together without them.
Adrien coughed. “I was just wondering… what’s your best Christmas memory?”

The phone rang yet again and she let out a breath: if Prefect Raincomprix was calling her in the middle of the night shift, it had to be important. “Carré.”
“I apologize for waking you at this hour,” Raincomprix began awkwardly. “I need you to come in.”
“Has something happened?”
“Yes,” Raincomprix answered. “There’s been a break in the missing girls case.”
“Oh?”
“We – that is to say, the Heroes of Paris – found them.”
“I’ll be right there.”

“What the actual hell?” Roux stared at the screen, his jaw hanging open. “What does this joker think he’s doing?”
“Whatever he thinks he’s doing, what he’s really doing is messing up our sting,” Gouger grumbled. Keying the radio button, she announced, “L-T, we’ve got a problem.”

“Report of super-crime in progress! Eighteenth Arrondissement, Rue Lamarck, a few dozen meters south of the Rue du Chevalier de la Barre, across from Sacré-Cœur Basilica.”
Ramus flipped on the siren and lights on his patrol car and, ignoring the red light, sped through the intersection. Traffic screeched to a halt as they raced along the streets north from the Seine. “What’s the situation?” he asked tersely, his eyes scanning the street carefully. A car started to pull into the intersection just in front of him, and Ramus floored it, whipping past the startled driver even before he could slam on the brakes.
“Watch it, will you, L-T?” Wilson exclaimed, bracing himself against the passenger-side door. “It’s not like we can do anything about the crime if we’re a smear on the pavement!”
“An unknown superhuman is threatening people outside a school across from the basilica. Reports differ as far as what is superhuman about him, but they all agree that there’s some physical enhancement involved. One person said he had ‘bared teeth,’ or maybe ‘bare arms’… Local police are on-site, but they’re staying well away from him, waiting for you to arrive.”

Trees had been uprooted and thrown onto their sides, charred bushes lined the path, the flowers along the edge of the park had been trampled into the dirt. The playground at the center of the park was submerged under water, and the ground was waterlogged and spongy. The swing set had been transformed into a mangled wreck, several of the swings having been pulled off and thrown all over the park, one leg of the swing set pulled out of the ground and twisted around to face the wrong direction, leaving it lopsided and tilted toward that side. Long furrows crisscrossed the park in all directions, clumps of sod pulled up and thrown back down haphazardly.

An alarm sounded in the ceiling above Theo’s head and he flinched, his fist clenching in surprise before his brain could catch up to his body. He spun his head and stared at the source of the alert, his eyes wide. The klaxon stopped after only a minute, and Élodie’s voice came through the speaker. “Lt. Ramus needs you in the field,” she informed him, tension in her voice. “Emergency.”
Theo cocked his head in confusion, reaching for his field kit. “What is the situation that it requires me?”
“Unidentified object spotted above Paris,” she reported briskly. “ESA, RSA, and NASA had no warning that it was coming prior to the moment when it reached the atmosphere – that’s when their systems all started going haywire. Last we heard, it was too fast and too small to get any good pictures of it, but it should be on the ground within the hour. The estimated landing zone is an area of 25 square kilometers, just south of Paris.”
“Are the Heroes of Paris going to respond?”
“We get to be the first response.”

The earth shook beneath his feet as slowly the Tarasque lumbered forward, its enormous, muscular shoulders snagging on the phone and electrical lines stretching across the road and pulling at them until they all snapped with a loud twang.
“Hold the line!” bellowed Prefect Raincomprix, standing near the center of the SLD barricade, pistol in hand, his gaze focused straight ahead. “We must slow it down!”
Ramus’ earpiece crackled, the words distorted by interference. “Even a few minutes’ delay will allow hundreds more civilians escape!” Pegasus instructed them urgently.
“We will give you what we can!” Prefect Raincomprix promised.
Ramus swallowed back bile. How were they supposed to buy time for the Heroes against this?

That had been two weeks ago. The Tarasque had passed through Paris, but in its wake it had left a scene of utter devastation. Criminals and super-villains jockey for power and position in the ruins, opposed by civilians and cops, vigilantes and heroes. The Heroes of Paris vowed to return to Paris, but will Paris survive until their return?

"Everything I have done over the last twelve years has been for the sake of the fine people of this city!”
A cheer rang out from the crowd, and Gouger had to resist the urge to roll her eyes, watching the thousand or so people who had come out for the midday political rally, trying to maintain a cool, professional demeanor. And yet, with every word she came that much closer to gagging on the saccharine politi-speak. How could these people stand it? All the politicking and doublespeak only sickened her. Gouger only wanted to serve and protect the people, not to talk about how good of a job she was doing at it. Whereas every politician she had ever met had been exactly the same. All they wanted to do was talk about how well they were helping people.
Frankly, if any of them actually cared about helping people, they would have joined the police instead.

Wilson quirked an eyebrow at Marcel as the elevator rushed downward. “I can tell you have questions,” he observed.
“Just a few.”
Wilson chuckled. “So, the Superhero Liaison Department technically doesn’t exist,” he began. “Officially, we are members of the Mayoral Security Detail – we’ve actually pulled the occasional security shift on the Mayor or his family, just to keep up the appearance – good thing, too, that day the city practically caught fire! But rather than be assigned to a single precinct or arrondissement, our department operates throughout the city, pulling resources as necessary from the traditional police. We operate out of the Records Office to avoid notice – just in case the bad guys don’t know about us yet. Élodie is our dispatcher – she listens in on dispatches and emergency calls around the city for any super-criminals causing trouble.”
Marcel hummed. “I was wondering about all this cloak-and-dagger stuff.”
“You’ll get your shoe phone next week.”
