Joker gets tired of being the biggest bad guy on the block, because once unsuspecting citizens begin to expect you to do ANOTHER big scheme that puts lives at risk, that just takes away all the fun. So, Joker, in his wisdom, pulls a 180. He'll be good (as good as a mischievous jester could be), as long as Batman doesn't shove him into Arkham. The moment he does so, Joker swears he'll put even more lives on the line.
Batman, justifiably, is very tired and expects foul play. Alfred wishes Bruce would take more days off. Joker is very happy with his decision.
