Hierarchical multimodal hub location problem is a cost-minimizing hub covering problem where two ... more Hierarchical multimodal hub location problem is a cost-minimizing hub covering problem where two types of hubs and hub links, accounting for ground and air transportation, are to be established, while ensuring time-definite deliveries. We propose a mixed-integer programming formulation and perform a comprehensive sensitivity analysis on the Turkish network. We show that the locations of airport hubs are less sensitive to the cost parameters compared to the locations of ground hubs and it is possible to improve the service quality at not much additional cost in the resulting multimodal networks. Our methodology provides the means for a detailed trade-off analysis.

The hub location problem deals with finding the location of hub facilities and allocating the dem... more The hub location problem deals with finding the location of hub facilities and allocating the demand nodes to these hub facilities so as to effectively route the demand between any origin-destination pair. In the extensive literature on this challenging network design problem, it has widely been assumed that the subgraph induced by the hub nodes is complete. Relaxation of this basic assumption constitutes the starting point of the present work. In this study, we provide a uniform modeling treatment to all the single allocation variants of the existing hub location problems, under the incomplete hub network design. No network structure other than connectivity is imposed on the induced hub network. Within this context, the single allocation incomplete p-hub median, the incomplete hub location with fixed costs, the incomplete hub covering, and the incomplete p-hub center network design problems are defined, and efficient mathematical formulations for these problems with Oðn 3 Þ variables are introduced. Computational analyses with these formulations are presented on the various instances of the CAB data set and on the Turkish network.

This article presents a methodology for assessment of the hazardous materials transport risk in a... more This article presents a methodology for assessment of the hazardous materials transport risk in a multicommodity, multiple origin-destination setting. The proposed risk assessment methodology was integrated with a Geographical Information System (GIS), which made large-scale implementation possible. A GIS-based model of the truck shipments of dangerous goods via the highway network of Quebec and Ontario was developed. Based on the origin and destination of each shipment, the risk associated with the routes that minimize (1) the transport distance, (2) the population exposure, (3) the expected number of people to be evacuated in case of an incident, and (4) the probability of an incident during transportation was evaluated. Using these assessments, a government agency can estimate the impact of alternative policies that could alter the carriers' route choices. A related issue is the spatial distribution of transport risk, because an unfair distribution is likely to cause public concern. Thus, an analysis of transport risk equity in the provinces of Quebec and Ontario is also provided.

Through observations from real life hub networks, we introduce the multimodal hub location and hu... more Through observations from real life hub networks, we introduce the multimodal hub location and hub network design problem. We approach the hub location problem from a network design perspective. In addition to the location and allocation decisions, we also study the decision on how the hub networks with different possible transportation modes must be designed. In this multimodal hub location and hub network design problem, we jointly consider transportation costs and travel times, which are studied separately in most hub location problems presented in the literature. We allow different transportation modes between hubs and different types of service time promises between origindestination pairs while designing the hub network in the multimodal problem. We first propose a linear mixed integer programming model for this problem and then derive variants of the problem that might arise in certain applications. The models are enhanced via a set of effective valid inequalities and an efficient heuristic is developed. Computational analyses are presented on the various instances from the Turkish network and CAB data set.

T he people living and working around the roads used for hazardous material (hazmat) shipments fa... more T he people living and working around the roads used for hazardous material (hazmat) shipments face the risk of suffering undesirable consequences of an accident. The main responsibility to mitigate the hazmat transport risk at a population zone belongs to the government agency with jurisdiction over that region. One of the common policy tools is to close certain road links to vehicles carrying hazmats. In effect, the road network available to dangerous goods carriers can be determined by the regulator. The transport risk in the region, however, is determined by the carriers' routing decisions over the available road network. Thus, the regulator needs to make the road closure decisions so that the total risk resulting from the carriers' route choices is minimized. We provide a path-based formulation for this network design problem. Alternative solutions can be generated by varying the routing options included in the model for each shipment. Each solution corresponds to a certain compromise between the two parties in terms of transport risk and economic viability. The proposed framework can be used for identifying mutually agreeable hazmat transport policies. We present two applications of the methodology to illustrate the insights that can be gained through its use: The first application focuses on hazmat shipments through the highway network of Western Ontario, Canada, whereas the second application studies the problem in a much larger geographical region that covers the provinces of Ontario and Quebec.

We consider the problem of designating hazardous materials routes in and through a major populati... more We consider the problem of designating hazardous materials routes in and through a major population center. Initially, we restrict our attention to a minimally connected network (a tree) where we can predict accurately the flows on the network. We formulate the tree design problem as an integer programming problem with an objective of minimizing the total transport risk. Such design problems of moderate size can be solved using commercial solvers. We then develop a simple construction heuristic to expand the solution of the tree design problem by adding road segments. Such additions provide carriers with routing choices, which usually increase risks but reduce costs. The heuristic adds paths incrementally, which allows local authorities to trade off risk and cost. We use the road network of the city of Ravenna, Italy, to demonstrate the solution of our integer programming model and our path-addition heuristic.

In this paper, we study the single allocation hub covering problem over incomplete hub networks and propose an integer programming formulation to this end. The aim of our model is to find the location of hubs, the hub links to be established between the located hubs, and the allocation of non-hub nodes to the located hub nodes such that the travel time between any origin-destination pair is within a given time bound. We present an efficient heuristic based on tabu search and test the performance of our heuristic on the CAB data set and on the Turkish network.

Hazardous waste management involves the collection, transportation, treatment and disposal of haz... more Hazardous waste management involves the collection, transportation, treatment and disposal of hazardous wastes. In this paper a new multiobjective location-routing model is proposed. Our model also includes some constraints, which were observed in the literature but were not incorporated into previous models. The aim of the proposed model is to answer the following questions: where to open treatment centers and with which technologies, where to open disposal centers, how to route different types of hazardous waste to which of the compatible treatment technologies, and how to route waste residues to disposal centers. The model has the objective of minimizing the total cost and the transportation risk. A large-scale implementation of the model in the Central Anatolian region of Turkey is presented.

Undesirable consequences of dangerous goods incidents can be mitigated by quick arrival of specia... more Undesirable consequences of dangerous goods incidents can be mitigated by quick arrival of specialized response teams at the accident site. We present a novel methodology to determine the optimal design of a specialized team network so as to maximize its ability to respond to such incidents in a region. We show that this problem can be represented via a maximal arc-covering model. We discuss two formulations for the maximal arc-covering problem, a known one and a new one. Through computational experiments, we establish that the known formulation has excessive computational requirements for large-scale problems, whereas the alternative model constitutes a basis for an efficient heuristic. The methodology is applied to assess the emergency response capability to transport incidents, that involve gasoline, in Quebec and Ontario. We point out the possibility of a significant improvement via relocation of the existing specialized teams, which are currently stationed at the shipment origins.

In this study, we propose a post-disaster assessment strategy as part of response operations in w... more In this study, we propose a post-disaster assessment strategy as part of response operations in which effective and fast relief routing are of utmost importance. In particular, the road segments and the population points to perform assessment activities on are selected based on the value they add to the consecutive response operations. To this end, we develop a bi-objective mathematical model that provides damage information in the affected region by considering both the importance of population centers and road segments on the transportation network through using aerial and ground vehicles (drones and motorcycles). The first objective aims to maximize the total value added by the assessment of the road segments (arcs) whereas the second maximizes the total profit generated by assessing points of interests (nodes).
