1. Given and Provided are both words which set up a condition. You can use it at the beginning or end of a sentence. They are similar to "if", but they have more emphasis than just "if".

2) Yes - [it] refers to an impersonal subject only in the example sentence I wrote.

However, this would have been a better explanation about the example sentence.

(Here [the word "Given"] means something like "Since he can speak English.")

"It" was not referring to the word "it" in the example. "It" was referring to the word "Given".
