Because Naga king is the legendary of ancient Khmer ,Neang Neak-Soma daughter of Lord Naga, she is the first Queen​ of Khmer in Funan era (Nokor Phnom 1st). She married Kaundinya (old India) when he arrives to Funan and he called Khmer people are "Kambujadesa" (the land of Khmer, the land of Lord). this is the legendary of Khmer. In Angkor period, Khmer people already carved a statue of Queen Soma and Kaundinya to commemorate national root.
