They explain how to customize the interface (for example the language), how to upload files and our basic licensing policy (Wikimedia Commons only accepts free content). You don't need technical skills in order to contribute here. Be bold when contributing and assume good faith when interacting with others. This is a wiki. More information is available at the community portal. You may ask questions at the help desk, village pump or on IRC channel #wikimedia-commons (webchat). editBatum, Kars, Ardahan, Artvin were occupied by Russians in 1878 after Berlin Agreement and they were a part of Russian Empire until 1918 ; There was a temporary Ottoman Occupation in some Iran regions between 1906-1918; there were some autonomous but Ottoman vassal Arap tribes and Principalities (Iraq and Northern arabia -El Jeyf Confederation; Jabal al Shammar and some Iraq tribes); Crete,Kuwait became autonomuous before 1912, also Cyprus was rented by Britain Empire in 1878.
