 Not done, Commons:Hirtle chart is an unprotected page last edited 2014-04-30, the very first link on this local page is the allegedly authoritative original Hirtle chart. And that original was last edited 2015-01-01, admittedly there are no translations. –Be..anyone (talk) 23:40, 23 April 2015 (UTC)

The hirtle chart itself has no "authority" whatsoever. The administrator dealing with this request could semiprotect COM:HIRTLE too if deemed appropriate (not necessary IMO, but wouldn't hurt either). Adjust wording

{{Edit request}} This tag is not equivalent to {{PD-US-expired}}, which it may look like at first glance -- it is used when the precise reason for US PD status is not specified, but it is definitely one of them. This is a cover for the four possible tags mentioned in its documentation (where we should add {{PD-US-unpublished}}), as sometimes it is not precisely clear which one applies. For example, if a work was published but it is not know if it was with or without notice, but no renewal record was found, it is either PD-US-no_notice or PD-US-not_renewed but we may not be sure which one. More commonly, we may not know the publication status, but know it was either published early or never published, meaning it would have to be either PD-1924 or PD-US-unpublished. Also, it can be used for bulk uploads with known PD works but which may have multiple reasons for that status. It is preferred to use one of the more specific tags if possible, but this is still a valid tag and the description should more accurate. The corresponding tag on en-wiki (w:Template:PD-US) also has minimal wording, but is a bit more clear and its documentation is more explicit (and as such we need this tag for transferred works which have the tag from en-wiki, and the claims should be similar).

So, I think we should change ...often because its first publication occurred prior to January 1, <year>. to ...often because its first publication occurred prior to January 1, <year>, and if not then due to lack of notice or renewal. In other words, add a clause to the existing text. The crucial difference between this tag and PD-US-expired is the word "often", but that can be pretty subtle, so seems best to mention the other reasons this tag can apply to make the meaning more apparent.
