But now that you bring it up: You made your unsigned template insertion at 2016-08-07 18:19 [1] and blocked my account at 2016-08-08 07:22. Between these two points in time the list of user contributions for my account shows 48 file uploads, all via FtCG. They started 2016-08-08 02:10 and ended 2016-08-08 03:16. How did you count "more than fifty edits" and how does that lead to "There would have time enough to ask questions"?

User:Leyo - Using tools officially recommended by Wikimedia Commons at c:Commons:Moving to Commons, I did transfer files from local Wikipedias to Commons. As of 2016-08-08 the list of files that I uploaded and that are not deleted contains 2166 files [2]. I am not aware of a list of files that I did upload and that have been deleted.

Instead of blocking me with the stated reason "continuing to upload copyvios after warning", could you block the users that tagged files in local Wikipedias with the wrong license? At the end, exactly my transfers to Commons help to detect copyright violations in projects run by the Wikimedia Foundation, preventing further harm to the Wikimedia Foundation and local projects. It is the obligation of the users who decides to transfer a file to Commons, to at least a plausibility check whether or not a file might be a copyvio. Several of the more than thirty files transferred by you (there may be also undiscovered ones) that were deleted as copyvios could easily have recognized as possible copyvios at first sight. You cannot rely blindly on the information given in the file description page. This is especially true for smaller Wikipedias.
What do you think is the reason, why we don't have bots transferring thousands of files to Commons each day? As stated, a file needs human review before the transfer and some human care (cleanup, categorizing, etc.) thereafter. A human acting like a bot, skipping the pre- and the past-transfer step does not help Commons, but the opposite. --Leyo 18:53, 8 August 2016 (UTC)

Also, all transfers that were identified as copyvio helped to prevent harm. Would I have not transferred them, they would have stayed longer as copyvio in individual Wikipedias. But you make no single comment about that. You are doing your transfers in a too hasty way. Therefore, you haven't checked several files at all or at least not critically enough. Some of your deleted transfers were copyvios in a way it couldn't be more obvious.
You can't access the handy list, but you may count the red links in Special:Log/CommonSupporter.
Transferring copyvios to Commons in order to have them deleted in the source Wikipedia (and Commons) is not a good idea. Among other things, it consumes too much time by Commons administrators. There is a huge backlog anyway.

I transferred these files on 2016-08-08 between 02:15 and 03:12, as part of the session that lasted from 02:10 until 03:16. Copyvionotes were placed on my talk page after the session ended, namely between 05:23 and 05:26. Block was installed 07:12. Please tell me who did the original uploads. Only that way I can research how "obvious" these cases are. If the tags were placed by trusted admins of the source Wikipedia, then it may be more effective to inform them as they are the source of the copyvio, not me. All in all, you name 4 "obvious" cases, that is 0.18% of my uploads. What error rate is expected by users that perform transfers so they can work without the constant fear of being blocked? Request reason: "I created an account 2016-03-28 and until 2016-08-08, that is within 134 days, I made 2203 transfers of files from ~65 Wikipedias to Commons [3]. Until 2016-08-06 I received 3 messages "Copyvionote". On 2016-08-07 another two were placed on my talk page. For one of these a undeletion request exists at Commons:Undeletion_requests/Archive/2016-08#File:KonstCzern.jpg. The deleting admin cites a websource, but exactly that is reported to have it as CC-BY-SA.

That is 0.4% of the files were deleted with a copyvionote, mistakes can happen and will happen. It were users at the source Wikipedias that put the allegedly false license tags on the files. Of Only users that do not do any transfers at all can guarantee to not make such mistakes. I hope to be below 0.4% in the future, but I need assistance, not punishment. Only four file transfers were named "obvious" copyvios by the blocking admin. That is 0.18% of all transfers. Neither the one that put the copyvionotes for these on my talk page not the admin that blocked me did explain why these cases are obvious. All four are CD covers. Special:Search/cd_cover returns 8100+ results. The files were marked GFDL at the source wiki. These four "obvious" cases - which I contest - were put on my talk page between 05:23 and 05:26. The block was installed 07:22.

Six of the nine "Copyvionote"s were for files from bat-smg. There was a major clean-up action in this SMWT Wikipedia. In all these cases a free license tag did exist at the Wikipedia file page before the transfer. File count in that Wikipedia went down from 632 local files to 129. The rest of the files are not tagged as free - that is with respect to transfer activity from that Wikipedia there is almost nothing to prevent by a 1 week block. Commons:Blocking policy states "blocks are a last resort for behaviour that has the potential to damage Commons or disrupt its collegial atmosphere. In this way, blocking is designed to be a preventative measure and not a punitive one; "cool-down" blocks are not condoned.". I see no way the blocking admin or the block does help me to better detect false license tags before transfer. Therefore this block is a punitive one.
Also worth considering: The transfers from these small Wikipedias help to prevent harm to the Wikimedia Foundation, since in Commons there are people that are more knowledgeable in copyrigt than in the small Wikipedias. In several cases one transfer meant/means deletion of files in more than one Wikipedia.

What is the error rate that is allowed in transfers? Zero is impossible.

Procedural reason: For each case that the blocking admin named to be "copyvio[s] in a way it couldn't be more obvious" the Copyvionote was put on my talk page between 05:23 and 05:26. The block was installed 07:22. I had no chance to learn and adjust my transfer behavior.

Note about obviousness and work load: The blocking admin since 2016-03-28 has eight uploads shown in Special:ListFiles/Leyo, one currently under a request for deletion for copyright violation: Commons:Deletion requests/File:Chemical & Engineering News cover.jpg.

The rate of (possible) copyvio uploads vs total uploads is 12.5% for the blocking admin. Compare with 0.4% for the user put under a 1-week block by that admin. This is not meant as justification for copyvios, but shall illustrate that a certain rate of copyvionotes is normal part of the work.

After being asked "What is the 1 week block meant to achieve?" the admin did edits in Commons, but did not answer. All in all, the 1-week block looks like a violation of Commons:Blocking policy.

What do you find silly about accepting that a certain error rate exists? It is up to you to bring evidence if you block a user. In fact, you must collect it before arriving at the decision to block a user. If you only bring four items, only these can be considered. Also, you still did not explain why these four were obvious, nor did you fulfill the request to name the users that added the false license tags in the first place. And what is the 1-week block going to achieve? There is one GFDL-self file left in bat-smg.wikipedia which I cannot transfer due to the block.
