I just updated my Flag of Kosovo. Several open questions remain to you: the 6 stars are not lying on an arc like demanded. I suppose, the angle spacing of the stars should be always equal to 10°. And they should be mirror-symmetric to a vertical line through the flag's center, shouldn't it? To get a precise outline of the Kosovo-border is simple -- look at File:Kosovo_outline.svg. But how precise do we need this border for the flag? If we assume absolute flag size 2000 pixel, we need not border-variations < 0.5 pixel. Currently there are errors of up to 2 pixel for a flag of 840 width.
BTW: I think this will be the last flag upload until I get further infos from you for other flags. I'm still waiting for an answer to the blue-color of the Coat of Arms of Slovakia (or should I not update these Slovakia signs). :) Achim1999 (talk) 19:02, 9 July 2012 (UTC)

Hi Z. We talked a bit in December about a pic I uploaded that got deleted. I put up another one, and think I got all of the stuff right. One place I had a problem was in emailing the release to: permissions@commonswikimedia.org

Problems with a new user
Hello. How are you? Some time ago, one Spanish user uploaded a map named Bulgaro-Macedonian language (see history for details), which was wrong (there is no such language). I separated those two languages and asked to rename the file. I informed the user and it seems that he is fine with that (he joined these two languages, I think, because of their relationship or lack of knowledge). However, one or two days ago, new user registered and immediately reverted me and accused me of nationalism (even though nowhere Bulgar0-Macedonian language exists, except in Bulgarian nationalistic circles - those two languages are counted as separate for a long period ). I reverted him because it is against the science and he reverted me again. Since he is new user he should not be so familiar with Commons, so I suspect it is a sock puppet.

Finding EPS
You may have noticed that I've been uploading alot of road signs lately. I actually just finished uploading all the ones for New Zealand provided by their transport agency which has a full list of EPS files. I was wondering if there's any tool that could help me find other countries which make their signs available for download in EPS. So far, using a basic google search, all I've found is a crummy selection from the United States. Do you think you could help me find some others (if they're out there)? East German symbols
Can you help on this? There are sources each way so there's hardly any consensus. However, I have been trying to change the wheat to a dark brown border like in the gazetted version, but because of the way the ribbons are created on the SVG file, it's complicated. Hi Zscout370,
about your decision here: Where are the copyright issues? There are two persons who are recording readings of a pd-book. They upload these recordings to the commons, but are also offering these recordings on their websites, but they state clearly on their websites that they are licence their work under cc-by-sa 3.0 (e.g. [1] or [2] for [3]). Well, as pointed out in the UR request, while I found the website at http://www.hans-joerggrosse.de/ which has a CC-BY-SA 1.0 license, there are underlying issues with the recordings itself (such as the music might not be free while the voice over and original work is under a free license). It doesn't make a lot of sense, and looking at the discussions, there is a lot more that needs to be figured out. Until then, I don't feel comfortable having these files restored at this time (especially if it is just a blanket request like that instead of specific files). I see that you are an OTRS volunteer, and I'm aware of the backlog, but if you can expedite our request I'd appreciate it. For your own edification Steve is sitting next to me as I write this ans Bob is on the phone, if you happen to be online. - I see that you restored all of the files deleted by Commons:Deletion requests/Files uploaded by Archivist1174. I recognize that we are dealing with two NY State Assemblymen here, so Assume Good Faith should apply even more strongly than usual, but the questions raised in the DR are serious.
- One of these images was taken forty years ago and while it may be PD-USArmy, that is not claimed. File:Trooper Robert Castelli.jpg is also forty years old and looks like a professional portrait.
- The OTRS e-mail explains that although Bruce McDonough's name appears in the EXIF of File:Gov Paterson signs Chapter 294 of the Laws of 2010 on 7.30.10 as Assemblyman Castelli looks on in Red Room in Albany.JPG, it was in fact taken by another photographer -- not Archivist1174.
- Among the images in the DR that have EXIF information, we have Canon, Sony, and two different Nikon DSLR cameras, which is an odd collection of cameras for one person. We also have a variety of recent images with no EXIF, which raises the question of why the person who says he took the images does not include the EXIF. Of course there are explanations for that -- my own images do not have EXIF because I use an old version of PhotoPaint for my editing.
- Therefore, it seems to me very unlikely that these are all the work of Archivist1174 as claimed. It is certainly possible, but perhaps unlikely, that Archivist1174 owns the copyright or has the right to license all of them, but if so, the "own work" claims are simply wrong.
- Unless you understand why this makes better sense than I have described, I think we should reopen the DR. In any event, Archivist1174 should clean up the apparently incorrect "own work" on several of the images and we should get better explanations of the provenance of the two old images. Thanks, . As for the Bruce McDonough photo, he is a staff member of Castelli (of which Castelli stated in the email) so that image is a work for hire. The NYGOP is also a work for hire image, as stated in the email. If you could email me or contact me off Wiki, I can explain this more details. But in short, the copyright releases are good (and I have documentation to prove it) but due to the upload wizard and maybe the actions of Archivist1174, a lot of things have to be fixed (and I just didn't have the time to do it). - All of the photos from/of Castelli can be credited as "Office of Assemblyman Castelli"; Katz can be credited as "Office of Assemblyman Katz." For the Army photo, I am not sure who took it, but for the New York Trooper photo, I think it might be a work of the state (since troopers have this kind of photo taken for department photos, IDs and, sometimes, used as photos for funeral ceremonies if a trooper has fallen in the line of duty. Files needing rotation

- I oppose changing the Russian coat of arms, I worked very hard on setting it the way it is now based on a lot of observation. The other versions are inferior I feel. Zscout370, what do you mean by "come up with the designs"? Do you mean for my french signs or the Russian presidential flag? Unfortunately my french signs were not rotated, one was reverted to a previous version by another user who ignored the rotatebot template and thought I was just screwing around, and the other to I reverted to a previous version until they can be properly done. File rename
Can you please rename File:Signal Ahead symbol sign.svg to "MUTCD W3-3.svg". There used to be two of the same sign under both these names, until billinghurst merged them under the wrong file name. All the US warning signs are supposed to have their official MUTCD designation, and 99% of them do follow that. I can't do it with my file mover rights because of the merge. Your closure of a file-undeletion request
This is regarding your closure of the "File:Reverse-cowgirl-animation.gif" request in Commons:Undeletion requests. (Why have you been in such a hurry to close discussion under that request?) It was asked in that discussion: "Which specific official policy requires getting in touch with COM:OTRS?" No one has answered that, so it appears that getting in touch with COM:OTRS isn't required by policy, and it appears that the file-deletion is due to improper motives on the part of administrators. I hope I'm wrong about that, but that is how it looks.
Also in that discussion, you wrote: "There are a lot of issues [with the deleted images]". Can you specify what those issues are? (Most of the issues discussed have been irrelevant to the question of copyright-violation.)

- The sourcing is an anonymous tumblr page, myself and no other administrators have no reason to trust the page. Plus it is a sexual image that was shot in a private setting and we need consent from both actors, not just the filmer. This is why I want OTRS; so we can make sure we got all of the proper documentation and not just an one-off uploader using false information. The undeletion requests can be closed for any reason (and since it was closed and restarted, we can close it again). As for policy, if an image is going to have doubt or anything questionable, especially those deleted before, I ask for OTRS as a condition for undeletion. It is not written in policy, but it is accepted by the community as proper procedure. With OTRS, there is no doubt and we can use it as a reference point. As for the deletion itself, I have no comment on the matter since I haven't looked at the deletion request or any of the actions after (including the blocking); I generally handle only undeletion requests. - The Commons is a global project, so the likely hood that some users/issues that we are dealing with would require a translator. Since this is not the case, I am going to move on from that point and focus on the images at hand. Also, keep in mind we have millions of images, we cannot catch everything as soon as they are uploaded. Sometimes a user will upload an image and it would be months or years for me or others to deal with them. PDFs
I believe you once said you know how to convert PDF images to SVG. Could you maybe show me how, it's be really useful. Invalid SVG
The file Flag of France.svg is not valid due to four errors (just follow the link to check). I cannot upload a valid version because it is protected. How about a weaker protection allowing registered users edit & upload? Two local copies that need to be deleted
Can you please delete these two local copy files and talk some sense into your fellow sysop? DrKiernan uploaded them locally because he has absolutely no faith in the proper process. The issue is about whether the arms is bordered in black or gold, our current Commons files has it in black. The version with gold was uploaded separately on Commons twice by Drkiernan, and both times deleted. I explained to him in both DRs that the proper process is to go to the files' talk pages and gain a simple consensus for the change, or if there's no objections just go ahead and change them. He seems to think I wield such power here that no matter how big a consensus, the change won't be done unless I agree to it. Now he's uploaded them locally to Wikipedia to bypass our Commons files. I again have tried talking some sense into him on the proper way to get the change to take place if it's correct, and he instead tries to deflect it and call me a liar and hypocrite, and telling me to do his job for him. Unless you are the person who designed the flag of Lesotho, could you relicense that as Cc-zero, to harmonize with the rest of the flags? - I haven't been able to find any online sources showing the flag itself. My only source showing the flag is the book Suomen lippu kautta aikojen ("Flag of Finland Throughout the Ages"). I can't place those scans publicly available: even though the pictures themselves do not carry copyright, the book does. I need help
Can you please use your sysop powers to fix this for me. The file was originally called "Ontario QEW", I moved it to "Pntario M101" because that's the Government's official name for the sign because it's one of a kind. Then my move was undone by another user without any explanation, and then the redirect of Ontario M101 to Ontario QEW was deleted by some admin, and it caused all sorts of problems. Then I moved it back to Ontario M101 because of the fact there was no reasoning for undoing my work, and I was never contacted regarding it, and now this whole mess is happening. The file still exists as File:Ontario M101.svg, but people want it back as "Ontario QEW" and I can't fix it myself because of this problem, the server won't let me move it back. I've noticed that you have speedily deleted a lot of images of this category and I am not sure that it was correct - these files were uploaded long ago (October 2010) and you even haven't even tagged them to notify uploaders (for example, me). I don't think that this case is so obvious (for me, these files are PD-AZ-exempt) and it is such an urgent case for deletion - you'd better open a deletion request. - With direct copyright violations, as you have confirmed for me (the files were uploaded in Oct 2010, the ones at http://www.uniforminsignia.org/?option=com_insigniasearch&Itemid=53&result=1075 were from August of 2010), no deletion request was needed and they could be speedy deleted. As for the PD-AZ claim; even if the object itself (insignia) is public domain, each representation of the insignia enjoys copyright. So someone can make their own images and there would be no problems. Also, a lot of the insignia was uploaded by a user who had a lot of copyright issues in the past and now. File deletion
Hi ! You deleted File:Generic-Navy-O3.svg, and this impacted fr:Laurent de Belgique. The article also uses File:Generic-Navy-O1.svg, File:Generic-Navy-O6.svg and File:Generic-Navy-O7.svg so I was wondering wether there is a reason to treat them differently or if they should be treated the same. Could you check again whether the deleted image is indeed a copy of this website, as the remaining images seem to differ slightly, so maybe a false positive? - I just missed a file when I was restoring today, that was just it. What happened was that I was checking a category of insignia from the Brazilian Navy and I found a lot of the insignia (not the SVG ones you listed) were copyrighted from that website. So I did a batch delete; the SVG files deletions were a mistake and I apologize about that. Once I saw my error, I restored as much as I could and just missed one. It is restored now. - OK, thanks. I have restored the image in the article. Checking what CommonsDelinker had done, I notice File:Generic-Navy-O2.svg and File:Generic-Navy-O4.svg who are still deleted. Same story I guess. Could you restore them as well? I guess there is no CommonsRelinker and that each project will have to take care of recreating the good version of the articles? PRC rank insignia deletion
- Sir, could you explain, why did you delete almost all the pictures of the PRC's Army rank insignia even without notifying the uploader (i.e. me)? You stated that they violated copyright of "uniforminsignia" site, but I did not copy and paste the images from it, but tried to draw my own images based on this site and other sources. Also, some of the pictures were originally created by users of Chinese Wikipedia. Could you please restore the images and nominate them to a non-speedy deletion so we can at least discuss this? - Let's take for example File:Senior Lieutenant rank insignia (PRC, 1988-2007).jpg You uploaded the image in October of 2012 and it was taken from the Chinese Wikipedia with some adjustments. If you compare with http://www.uniforminsignia.org/index.php/en/?option=com_insigniasearch&Itemid=53&result=236 (last updated in August 2010, images there longer than that) it is the exact same image that was done. Ours is scaled down and in a jpeg form and rotated; it was a direct copy and paste. As for why you were not informed, I used a batch deletion because I found a lot of insignia copied from that site (Brazil, PR China, Azerbaijan to just name a few). Also, I have checked the Chinese Wikipedia before for image issues and a lot of images were also taken from websites such as these and were not self created. They might have, but in reality not. - As for restoration, no. In my view, these were clear candidates for speedy deletion as they were identified bit-for-bit copyright violations. Dardania flag

Because this file is protected, if I upload a separate version, would you be willing to upload it over? Template problem
I just discovered that File:Naval ensign of Libya 1977-2011.svg is still being shown on List of Navies. It's in some template but I can't find it so I can't replace it with the current File:Naval ensign of Libya.svg. Naturally this is not satisfactory, think you can fix it? Aussie ensigns

Dutch symbols need new lion
Hi, I made this DR, and it was accepted, but I can't edit them in Inkscape to add the new lion from File:Arms of the Netherlands (with crown).svg. - I seem to be having that problem lately. The way the image was made was a single "symbol" tag and you cannot ungroup or do anything like that in Inkscape. You have to edit the symbol, and "promote" the code to a higher level in order to get the elements out. It is a pain in the ass, so the Lab would be better. Ireland Provincial Flags
Hi actually completely finished now thank god so wont be uploading again, i am making the flags for a local historical centre, i made most of the flags you are reverting to however the sources for these are less reliable and which were never questioned. The munster flag and connacht flag comes from information from the national museum and library. the ulster flag change is simply an attempted upgrade of the old (my design) which i made entirely to fall in line with others and finally the four provinces flag was altered to include the new images although the leinster flag. Some iv noticed will simply revert changes for the sake but If you wish to keep using my old flags for no other reason than i uploaded them first then i have no problem, i am actually simply attempting to improve the articles on my countries provinces. - The main issue I had with some of the images was just, even if the sources are not online, I just need something man so at least we can point users and reusers something. Plus, not to mention, for a lot of the changes you have done, I am having a hard time trying to figure out what you were doing. I suggest to make a test image or something, then once everything is set in stone, then we can upload. Ya apologies for the amount uploaded the software system was new to me and i definitely ran before i could walk ergo what appears to be countless careless uploads wish i could delete most of them now. The national museum and library resources are open to everyone however I should have stated them as a reference sources despite the fact i was altering the flags previously created by myself. No i actually made the connacht flag myself it was constructed from the eagle half of my last flag and then combined with a new sword arm half of an older public crest of connacht arms which more closely resembles the med- evil arms presented, my old flag contained the much more modern slightly cartoon like sword arm on one half. - If it is the vector art you had issues with uploading, I would be able to help on that as much as possible. It is not wrong to try out different ways with the images, but do it on a file that isn't used by anyone. I will take a look at the sources and see if I can help redo some of the flags. Hi I changed the flag because I found an image source from 1651 from the Harriman library which is available online for all, in actuality the only flag that corresponds fully correctly is the munster flag which was surprising considering other text read. The oldest red hand of ulster or o' Neill crest is shown on the national heraldry of Ireland online PDF. Already said i shouldn't have uploaded the tryouts. I sourced the changes with the connacht flag simply being a more detailed version of the flag currently used created by myself along with the page I might add. I think the larger size of the ulster crest is appropriate on the four provinces flag to keep it in proportion with other flags the colour is too dark and not quite correct for the Burke arms. Anyway everyone especially fry bug up his ass 1889 seems to love what I've done already. Appreciate the trying your hand fix zscout370 but sources man sources ;-). (Caomhan27)

I have updated the other provinces flag pages with the information and images form for the national library of ireland Heraldry and various other Library sources referenced i have also included my proposed flag updates and reasoning behind via sources on the the talks pages, I have asked for anyone who can make a svg of uploaded 1651 images to do so as that would be the most accurate version. Can this svg map here be updated with the borders of the new (2011) state of South Sudan? The new country of South Sudan can then be coloured light grey like Kenya in this map which has a Muslim population of c.10-15%. (not pure white--which would be a Muslim population of 0%) Can you update this map? Just curious. Right now it shows a united Arab North Sudan and African South Sudan--but the two Sudans separated in July 2011 and South Sudan is today a member of the UN.

- File:Islam by country.png appears to have been a version of the source map but its in png. (although it shows South Sudan) It was made in 2005 whereas the svg map above was created in 2006. Unfortunately, someone said its better to use the svg version of the map than the more dated png version of the map (which ignores South Sudan). Otherwise they look almost similiar. - The map doesn't show East Timor. East Timor could be coloured white to show that it is a Roman Catholic majority country...if you wish but it would be a small spot on the map. Its your call. As a Catholic myself, I suppose it would help for accuracy's sake--but its your decision here. (I have no strong feelings here) If you can't update this map, the other solution is to upload a new SVG map say here: File:Islam by country 2013.svg That's assuming the new map will upload correctly as you intended with the two Sudans. - Sure. I have not issued a replacement yet because I checked the website and had other Spanish speakers check the website for me. The website linked by Kovaf isn't an official website by the government, so I just reverted and said "Look, this is not official. We need something more official if we are going to change the colors." I honestly think a discussion needs to take place before the files are replaced since I had a lot of reverting going on about colors and other things with that flag. (not me) Its unfortunately also used on another Muslim world english wiki article. There seems less use of colours in the map. South Sudan is mostly animist (African tribal religion) and Christian. I've been able to find several photos of the ensign. The crowns differ somewhat in different ones, but I'm hoping we could use them to improve the file we have on Commons? The images are [6], [7], [8], [9]. Only the last one shows them large, but all the photos show the crowns more towards the extremities of the corners. Also the pentagram is different. Hello. I just checked my Global user manager account. To my surprise I've been blocked on Indonesian Wikipedia saying "Nama pengguna tak layak" or "Username unworthy" as per Google translation. I don't edit Indonesian Wikipedia now nor may be in future because I don't know the language. But this type of erratic blocks don't give good taste and are better removed with an advice for admins so that they grow up and become broadminded for our projects. I request you to plz revoke it. As for consolidating deletion nominations, there are some cases where consolidating is optional and debatable, but if the fates of a group of files are tied together, so that if any one of the files is deleted all the other files should also be deleted, then consolidating is strongly preferred... Can you please explain how you made the stars "more precise"? I used this construction sheet and a digital ruler to bisect each of the stars, so they were already precise. Comparing our two versions side-by-side at the same resolution, you moved 3 stars up a bit, but the other two were left alone. And there is a problem with your code reduction which I keep having to change, you removed the blue section under the Union Jack. I made it very clear in my edit summary that I added a blue section behind the Union Jack. Removing it makes it impossible to mirror the flag on the red and white ensign files. There needs to be a blue section for the Union Jack separate from the over-all blue so that any changes made to the flag can be mirrored on to the red and white ensign. - The whole point of having a blue section under the Union Jack is so that with just one click, any user can take a blue ensign and make it a red one. Without the blue section under the Union Jack as an independent element, and relying on the overall blue of the ensign to cover it, this is what happens when anybody tries to do that. I just fixed this problem on all the British Overseas Territories and the Australian flag, and you messed it up again. It's especially important for Australia and New Zealand which each have 3 different ensigns, so that any change made to the national flag can instantly be applied to the red and white ensigns in one or two short clicks. As for the code; my goal was to reduce the filesize since a lot of these files will have very high usage. For the Aussie flag image, I saw it as redundant for having a blue union path, if the entire flag is a blue. I did add the blue section for the Civil and Naval Ensigns. Can you update the maps File:Islam by country.svg by coloring the various countries according to the percentages of the local Muslim populations? Serbia, Azerbaijan and Sudan need to be corrected/updated. Can you also include East Timor (which is still shown as part of Indonesia)?
- Serbia: Muslim 3.2% (because Kosovo is excluded in the survey, and already shown separately in the map) CIA World Factbook - Serbia Use the lightest green (Sunni) color bar range indicating the percentages between 0% and 5% (almost all Muslims in Serbia are Sunni).

- Thanks for the response and that makes sense. I do always wonder about indef blocks though, as they can simply sock and that makes it harder to track. A month, or six at the most, means you have an easy time to identify the user and to know what to look for. With a sock you get none of that.

Sometimes I think that dealing with the problems at an early stage makes all that moot, just explaining to the user the basics and bringing them back into productive contribution seems so easy. Myself, I am superb at sock-hunting, that's with no doubt my downfall on en.wiki, the self-elected arbs are paranoid that I care about their hi-jinx. Unfortunately, many editors, like ThatPeskyCommoner left after my block, when they could see what is going on over there. I don't even care at all, playing cops and robbers is great for 5 year olds, but I grew out of it when I was a child, but some people never do. Eventually the people who play those games with intellectuals get the project itself blocked with D.D.O.S. tools, which harms everyone. Anyhow, I leave it, I don't even want to think about it, needless to say I feel blocking people because we can't or don't want to speak their language is bad in too many ways to count. New Jersey state flag
Hi, I reverted your change to the New Jersey state flag. While the federal government may consider that Pantone color to be "buff", that is not actually the shade used for the NEw Jersey state flag, as it is far too dark. - What I did was I followed the Cable Color code (Cable No. 65015, U.S. Army Buff. The Color Association of the United States, Inc.). It is going to be the same color as http://www.tioh.hqda.pentagon.mil/images/branch/QM_Br_Plaque.jpg since that buff color, as defined by NJ Code, is only the symbols of the US Army Quartermaster. Hello Zach. I need your help regarding one problem with the user:Shikku27316. He is reverting my edits on the page which are according to the common acceptable scientific classification of the Indo-European languages. His claims are based on his personal opinion, not accepted in the academic sources. In other words, he is placing Greek and Albanian in the group of en:Paleo-Balkan languages, but everywhere Greek and Albanian form branches on their own. This is his version, this is my version. If you take a look on every page on Wikipedia (and all books as a matter of fact) these two languages form their own branches in the IE tree family. Having no facts and sources to support his thesis, he personally attacked me on ethnic bases, calling me 'VardarianBoy' (highly offensive for the Macedonians used by the Greeks). Paraguay's flag and symbols have changed
According to [17] and [18], Paraguay's seals have changed, and therefore the flag as well. A user has uploaded File:Paraguay Escudo Estrella.jpg and File:Paraguay Escudo PazyJusticia.jpg, but we're gonna have to get SVGs. If you would be so kind, could you undo my rename of File:Zeichen 220-20 (links).svg back to "Zeichen 220-20". Some minor problems
Hello Zscout. I have been trying to keep the NPOV of three files from ruining it. Two different accounts (User:Ο Μέγας Αλέξανδρος and User:MacedonianMk, which may be the single man) revert me. FYROM is an offensive name and it is not used even on Wikipedia and the common name of the country in English is Republic of Macedonia. The user(s) revert me to FYROM versions. Check these: 1, 2 and 3. I would write to the user if he used one account, but there are two accounts and three images and I am not sure where to post my explanation (to both of them?). Regarding Flag_of_Lesotho.svg
Hello. I noticed that you created an SVG for Flag of Lesotho. I am involved in a project to put together a repository of flags for all standard registered geographical regions (according to IETF language tag and IANA Subtag Registry). Our main criteria for this repository is that all the flags are available as Public Domain. So far we managed to collect information for 240 out of 246 needed flag which are all available as Public Domain on Wikipedias or Commons. Few examples:

- TA: File:Flag_of_Tristan_da_Cunha.svg
- TC: File:Flag_of_the_Turks_and_Caicos_Islands.svg
- TD: File:Flag_of_Chad.svg
- TG: File:Flag_of_Togo.svg
- TH: File:Flag_of_Thailand.svg
- TJ: File:Flag_of_Tajikistan.svg
- TK: File:Flag_of_Tokelau.svg
Your file, Flag of Lesotho, is among those 6 which are not release under Public Domain and I'm contacting you to see if it would be possible to re-license this image under PD. Obviously, if you agree to do this, we will make sure that a link-back to Commons page for the image as well as authors' attribution are embedded in the file's metadata fields. We will also provide all the authors of those images collected with a link to the public repository where last version of images are stored. - Thanks for the tip. The problem is that currently this image is marked as CC-BY-SA-2.5 on Commons and I believe the changing of the license declaration is something that one of the authors can do. --Shervinafshar (talk) 14:45, 10 July 2014 (UTC)
