It was based off of the human form, and had NOTHING to do with chairs. Chairs were rare and expensive. Ever wonder why you go into old homes, and they just feel… good? It’s because the proportions were meant to compliment the human form!   The overall purpose of millwork is to help establish scale and proportion in a room, and with the chair rail being closer to us than base or crown, it MATTERS. You don’t want it too high because it will make the room feel smaller (this does not relate to the Tudor-Style or Arts and Crafts wall paneling you may have seen).   Instead, err on the shorter side.
