CRRC MA Co., Ltd. is a Chinese-American rolling stock manufacturer in Springfield, MA. It is part of the larger Chinese state-owned rolling stock manufacturer CRRC, it's offices and company headquarters is located in Quincy, MA.

This Springfield facility is responsible for the manufacturing and delivery of metro and commuter rail cars for the MBTA,LA Metro, and SEPTA.

History

CRRC MA was first established as CNR MA in 2014.[1] It won a state contract to manufacture new railcars for the MBTA Red and Orange lines within the state of Massachusetts.[2] At the time, no railcar manufacturing facilites existed in the state of Massachusetts.

The new 150,000 sq ft assembly facility was built on the former site of a New England Westinghouse Company property and manufacturing started shortly after the facility's opening.

In 2019, Congress banned federal funding for new railcars for practically all Chinese-made buses and trains, citing connections with the People's Liberation Army.[3] However, funding from other sources is still allowed, but it is rare for this to happen.

Some delays had been found in the factory but there is work to improve the situation as of early 2022. However, quality control issues still have surfaced.

Federal transportation officials visited the Springfield facility in March of 2023, as part of its "scheduled review” compliance with the Buy America provision in place.[4]

The second trainset for MBTA entered service in January 2024, few years after the first had entered operation in December 2020.[5]

History

After being awarded a 284 vehicle order (later expanded to 404 vehicles) for metro cars from the MBTA's Red and Orange lines with a US$556.6 million bid in October 2014. CRRC announced it would build a $95m (150,000 sq ft) final assembly plant and test track in Springfield, Massachusetts. On September 3rd of 2015, a groundbreaking ceremony was held at the former Westinghouse site in Springfield.[6] On October 21, 2014, the MBTA submitted their recommendation of CNR Changchung Rail (CRRC before merger) to the Massachusetts Department of Transportation.[7]

In May 2017, the Southeastern Pennsylvania Transportation Authority (SEPTA) awarded a $138 million contract to CRRC MA to design and manufacture 45 new double-decker passenger coaches.

Manufacturing work began in April 2018.[8] The first new Orange Line train entered revenue service on August 14, 2019;[9]

On July 2 2019, SEPTA and CRRC agreed to a six-month extension on the delivery deadline for the 45 Springfield-built double-decker commuter rail cars.[10]

In August of 2023, LA Metro received the first of its 45 Springfield-built cars.[11]
