This link down there in my opinion doesn't deserve to be here. The only information you find there about QIP is:

QIP: Quiet Internet Pager (QIP) is an alternative instant messaging client based on OSCAR protocol. It's a closed source freeware developed by a russian developer. QIP is lighweight, fast and skinable with userfriendly features.
