The first cases of the 2019–20 coronavirus pandemic in Hungary were announced on 4th March 2020.[3] Since then, as of 14:20 CET, 15th March 2020, a total of 32 people have been diagnosed with COVID-19. One of the patients has since recovered, and one of them has died, a 75-year-old man. 159 people who are suspected to carry the virus are under quarantine in hospitals.[1]Currently the COVID-19-20 virus is reported from regions : Budapest, Szabolcs-Szatmár-Bereg and Hajdú-Bihar Counties (Debrecen as with county rights).

Background

At the end of January 2020 Hungarian operational staff was formed, which was led by Sándor Pintér Interior Minister and Miklós Kásler, Minister of Human Resources, and included Surgeon General Cecília Müller, Károly Papp, Director of Security Department of Interior Ministry, János Balogh, National Police Leader, and the directors of National High Directorate of Disaster Management, Anti-Terrorism Center, Central Hospital of South Pest, National Healthcare Supplying Service and National Ambulance.[4] Staff has immediately announced its plan for security against the spread of virus.[5] After detecting the virus in the country, they announced, that operational staff would held daily meetings at noon.[6]

On 1 February, the spokesperson of National Command of Penalty Execution (BVOP) announced that prisoners of Debrecen and Sátoraljaújhely[7] started the production of sanitary masks. They produce daily 20 000 masks in a 12-hour shift, which are stored in different repositories all around the country.[8] These delivere these masks continually to the general practitioners.[9]

As at the beginning epidemic was concentrated in and around Wuhan, the source of the virus, Hungarians living there and wanted to move back to Europe, were transported home through France. The affected seven persons were under quarantine for two weeks.[10] As they remained healthy during the next two weeks, they were released on 16 February.[11]

Due to the events and news connected to the outbreak of the novel coronavirus, during February 2020, several goods -- such as antiseptic arm cleaning materials, masks and non-perishable food – were on shortage in a lot of stores in Hungary.[12] Tamás Schanda, strategical and political under-secretary of Innovation and Science Ministry said „The Government understands the concerns of the people, but experts say, it is unnecessary and pointless to hoard non-perishable food.”[13] The accumulation of goods declined quite quickly, and the detection of the virus in March did not cause measurable problems in shops.[14]

The Government of Hungary launched its official webpage and official Facebook page about the novel coronavirus, both on 4th March 2020.[15][16]

The first two known cases were students from Iran, who were studying in Hungary. One of them was enrolled at Pharmacy Faculty of Semmelweis University.[17] The student did not comply with the preventive measures required by the university as a precaution. He did not remain home for two weeks, and instead, he attended courses held in English with 16 other students.[18] The other person studied at the Szent István University in Gödöllő, who after returning from Iran, went to a self-declared quarantine. He did not attend lectures at the university, but went to Saint Ladislaus Hospital, and declared that he had arrived from an infected territory.[19]

Both of them were transported to Saint Ladislaus Hospital.[18] They had mild symptoms. They arrived back in Hungary on 26th and 28th February.[20]

A third infection was announced on 5th March. He was a 69-year old British man who was working in Milan and traveled frequently between Milan and Debrecen. He developed a fever, so he visited his doctor. He was diagnosed and transported to Gyula Kenézy Hospital.[21][22] Shortly after, the fourth infected had been announced. She was a girlfriend of one of the Iranian students that were first diagnosed. She was proactively isolated when the virus was diagnosed in the Iranians.[23]

The fifth infected has been identified on 7th March, a 70-year-old man, who may have been infected by his son. The son previously visited some other countries, such as Italy. [24]

The sixth and seventh infected persons were announced on 8th March. They have been exposed to the earlier diagnosed five infected persons. One of them was a friend of one of the Iranian students, who was participating in a birthday party. The other one was the Hungarian wife of the British man in Debrecen.[25] The next day, two other people have been detected as infected. Like the day before it, one of the infected had also come in contact with the first infected Iranian student. The other one was the wife of the elder man who has been isolated.[26] On 10th March, three new cases have been detected at students related to the primarily infected Iranian student, so they had remained under quarantine.[27] A day later, a Hungarian woman was announced as the 13th infected. She had contact with the first person isolated in Debrecen. Due this she has been in the hospitalized for several days.[28]

First death which might have had connection to corona virus happened on 11 March. A 99 years old woman was in hospital, where she was operated at Saint Imre Hospital. After the successful operation, she had fever and pneumonia. Her daughter – who visited her regularly – got pneumonia at the same day. Lather the daughter was diagnosed with CoVid. Her mother has never been tested and so not registered in connection with corona virus.[29]

Three new cases were reported on 12th March. One was a student from Iran (he was a contact of the first case) the other two were Hungarian citizens. One of the two Hungarians was a woman, who was in Saint Ladislaus Hospital for several days, the other one was a man travelling from Israel.[30]

On 13th March, the number of known cases increased by 3. All of them were Hungarian citizens. One of them, a 67 years old man met with several people from abroad in connection with his work. One other was a 41 years old man, who was in the Netherlands and England as well not so long ago. The third one was a 27-years-old man, who had traveled to Israel with one of the already known infected people.[31]

On 14th March, 11 people were diagnosed with COVID-19, bringing the total to 30; 6 were announced in the morning, and 5 in the evening. All of the new cases were Hungarian citizens. The newly diagnosed patients include people who had been to Italy, and a person whose family member had returned from Austria.[32][33]

As of 08:41 CET, 2 more people have been diagnosed with COVID-19 on 15th March, for a total of 32. Both new cases are Hungarian citizens.[34]

On 15 March Sándor Szaniszló, Mayor of Pestszentlőrinc-Pestszentimre announced the death in Saint Ladislaus Hospital of a patient who was diagnosed coronavirus. He was the first official victim of pandemic in Hungary.[35]

Consequences

Before the first infected (from Iran) was found, György Bakondi, High Home Security Advisor of Prime Minister, announced Hungary would block the entrance of illegal immigrants to the transit zone, because many arrive there from Iran which is undergoing a notable outbreak.[36]

On 6th March, it was decided that no more visas would be issued for Iranian citizens..[37]

On 7th March – when the number of known infected people was 5 – it was announced that due to security reasons central national ceremonies related to the national holiday of 15th March would not be held.[38] Due to the same reasons, Gergely Karácsony, Lord Mayor of Budapest announced that celebration at the town hall are cancelled as well.[39] the same decision was made in several other big towns, such as in Székesfehérvár, Szeged[40], Kaposvár[41] or Miskolc,Miskolc[42] is and a job fair planned to be held between 18 and 19 March at the University of Technology and Economics has been also postponed.[43]

At the public transport of Budapest frequency of disinfection has been raised, and the rule about using only the first door at on-boarding has been suspended, to decrease the crowd.[44] On 13th March, similar rules regarding getting on public transport has been introduced in Miskolc as well.[45]

National Ambulance Service has provided more ambulance cars across the country to make easier the handling of increasing patients.[46] 145 beds were made free for this cause in Saint Ladislaus Hospital, belonging to South Pest Central Hospital. They added: capacity is now 81 rooms with 189 beds. When these will be filled up, other hospitals, capable to handle this kind of situation, will also be used for quarantine locations inside the territory of the country.[38] Since 8th March visiting somebody in a hospital or in any social institution, which provide long term staying is prohibited.[47]

Operational staff suggested the suspension of air traffic between Milan and Budapest as well as between Milan and Debrecen, because the European centre of the epidemic is in Northern Italy.[38] It is fully adopted since 9th March. Budapest Ferenc Liszt International Airport does not allow any plane to land coming from Northern Italy.[48]

Based on the General Assembly of Budapest’s decision dated from 14th March all of kindergartens and crécches will be closed from 16th March. Budapest Zoo and Botanical Garden as well as every thermal baths will remain closed from 16th March. Starting with the same day, BuBi may be used for 100 HUF.[49]

Declaration of nationwide state of emergency

On 11th March, Gergely Gulyás, Minister of Prime Minister's Office announced the government decision about introducing a nationwide state of emergency. Teaching in universities is only allowed through virtual education,[50] entry to the country was prohibited from the four most infected countries: People's Republic of China, Iran, Italy and South Korea, with the exception of Hungarian citizens, who would instead be placed under a mandatory 14-day quarantine. Secretaries and employees of the government may travel only after the prior approval of the relevant minister. Border checks were re-implemented at the Austrian and Slovenian borders. Organizing events in an enclosed space with more than 100 participants – including theatre plays, cinema showings, etc. – were banned. Sport events which might have more than 500 spectators have to be delivered without audience. The „Határtalanul” (Without Borders) program, and other programs allowing students to study a foreign language abroad, were suspended. As, according to the government, the virus is considered dangerous to older people but has no serious impact on children, they found the closure of elementary and high schools unwarranted at the time. Local officials may decide, if day nurseries, pre-schools and kindergartens would operate further.[51][52]

He added that these measures may be in force indefinitely.[53][54] He also said “these measures will be effective as long as needed, we do not know for how long it will be needed, but there is a consensus that the length of this period may be not only weeks, but months.”[55]

Decree „40/2020. (issued on 11th March, about the declaration of a state of emergency” was published in Magyar Közlöny on 11 March 2020, in the 39th volume. The Prime Minister was assigned as the responsible person for handling the state of emergency. It became effective on the same day at 3 p.m.[56]

After the announcement, the Ministry of Human Capacity requested principals of schools to cancel all programs, including celebration regarding 15 March, camps, open-air-schools, travelling to abroad, field trips, everything related to Határtalanul, Erasmus, Erasmus+, language courses abroad, visits to partner schools.[57]

Answering to a question regarding reimbursement of movie theater owners, Gulyás said ”based on Lex Rhodia, expenses based on common interest have to be covered by everyone.”[58]

On the evening of 13th March, Viktor Orbán, Prime Minister of Hungary announced the closure of elementary & high schools and a switch to e-learning, effective 16th March. Ten action teams have been founded, one of which would start preparing temporary container hospitals for the duration of the pandemic in Kiskunhalas.[59] Israel was added to the list of countries from which foreigners would no longer be allowed into Hungary, after it surfaced that two of the people diagnosed with COVID-19 had returned from Israel a few days prior.[60]

After declaring that, from 16th March, all schools will be closed and e-learning would be implemented, the Educational Authority published the first version of its methodological recommendations.[61] On 14th they published the order about terminal suspension of judgement at courts.[62]

In spite of the notices issued by operational staff about responible behaviour and moderation, a 30 years old security guard with GSCE shared fake news in YouTube regarding pandemic. He was Police took actions against him[63]

On 16 March Viktor Orbán announced new measurements during urgent and topical speeches at the National Assembly. Effective from midnight the whole Hungarian border will be closed, entering will be allowed just for Hungarian citizens. All events will be banned. Restaurants and cafés have to close at 3 p.m. [64]

Sport life during pandemic

Nearly all of the sport events were effected by the state of emergency introduced on 11 March. It banned all indoor events with at least 100 and every outdoor events with at least 500 participants. As a consequence next, 25th round of 2019–20 Nemzeti Bajnokság I had to be made without spectators.[65] Only 6 out of 55 member states of UEFA had open matches, which were free to visit.[66] On 16 March there was a decision made about suspension of the championship, there will not be hold any kind of matches.[67]

All matches part of championships and cup series organised by the Hungarian Handball Association were suspended.[68] Same decision was made by Hungarian Water Ball Association.[69] Basketball and volleyball championships were suspended as well.[70][71] National Swimming Championship also has been prolonged.[72]

Due to the state of emergency in Bulgaria, they banned all sport events in the country up to 29 March. As a result, qualifying match between Bulgaria and Hungary has been postponed.[73]

1st confirmed death : A Hungarian patient, a 75-year-old man taken to the South Pest Central Hospital with coronavirus infection symptoms and pneumonia, has died, the government's information centre said on Sunday.
