Overlap with inconsistent category

It appears that a page can be simultaneously placed in this category and the seemingly inconsistent category Short description matches Wikidata. For example, see UEFA Europa Conference League. I don't know enough to identify where exactly this issue is coming from, or whether the issue is with the logic for this category or the other one, but it would be great if someone could look into this and report back. I think it has been ever thus unless you jump through some hoops. See this discussion from 2020. There may be a way around it using {{#if:{{Has short description}} as seen at {{Infobox film/short description}}. I could be wrong. – Jonesey95 (talk) 05:40, 18 April 2024 (UTC)[reply]

Is the bold text on the category page confusing to you? It says "No action is needed at this time. This is a tracking category only." If it does not make sense to you, please propose new language. – Jonesey95 (talk) 22:22, 23 April 2024 (UTC)[reply]
The problem is the category page is not how most users encounter this category. They encounter it in the list of categories applicable to articles when they go to edit article. The only thing shown then is "Short description is different from Wikidata," and that implies something needs to be fixed. Perhaps the title of the category should be changed to something like "Short description is different from Wikidata, but no action is needed at this time."
