PHRF

The PHRF on the wiki page says 99. However, the PHRFs I've found around the internet range from 218 to 288, 267 being perhaps the most common. Where did 99 come from? The wiki page for the Mariner 19, which is a very similar boat by the same manufacturer, is 285. (And, isn't PHRF given by each fleet/area, rather than nationally?)
