A: Civility is to be polite, kind, or courteous. Decency is to have behavior that conforms to acceptable standards, and being considerate to norms, and customs.

A: First of all, civility is a noun and polite is an adjective. You can also say politeness which is the noun form of polite (and civil as the adjective form of civility, although civil has some other meanings too). Some examples:
-It isn't polite to swear in front of your mother.
-The discussion lost all traces of civility and devolved into a shouting match.
-(To a child hiding from people they don't know) Be polite and say hi to Mr and Ms so-and-so.
I think the concepts of politeness and civility are pretty close, but civil is stronger. Not being civil is worse than being impolite (rude).
