A: @Kyrie_Vingving I don't know about common, but both these sentences do sound natural. The first sentence has a more sarcastic/offensive nuance whilst the second one is more neutral.

To understand sentences like this, you have to understand that this single word such as – expected – is actually standing in for a bigger idea —

(THE THINGS THAT WERE EXPECTED) were loveable ragdolls...

– And when we change the order of the sentence, we can clearly see what’s going on:

Lovable ragdolls were expected. However, sad faced dolls were delivered…

It’s just a way of putting emphasis on – what we expected – by putting it first in the sentence. It’s very normal to hear people speak this way – they might say something like:

Well, what we expected was, a shipment of lovable ragdolls. But did we get that? No, what we got delivered was these sad faced dolls...

By contracting the very natural speech in the previous paragraph, you can see how we end up with the type of sentences from your text.
