It's 'Tracht', (traditional German folk costume - specifically a 'Kopfputz' [headdress] from the Black Forest). There's a great photographer named Gregor Hohenberg who's been documenting costumes here, which are slowly disappearing in modern times. The English edition of his book will come out soon.
