Because out of one plant, if you cut correctly above a set of leaves, it will create two new stems growing lots of new leaves. Repeat the process over and over again and you will obtain a bushy Basil plant growing leaves on many new stems!  So to harvest, always cut right above a set of small leaves, and do not forget to eat the stems, there are full of flavour too!
