During the past few years, two moments in the ongoing process of European political integration h... more During the past few years, two moments in the ongoing process of European political integration have been considered by many as important steps towards the construction of EU citizenship. In this respect, both the ‘Charter of Fundamental Rights of the European Union’ (hereafter, the ‘Charter’) and the ‘Treaty establishing a Constitution for Europe’ (hereafter, the ‘Constitutional Treaty’) have raised great expectations. The fact that, at the time of writing, the status of neither document is resolved — the Charter being still nothing more than a general declaration, while the Constitutional Treaty may never be approved — is only of partial relevance to the arguments developed in this chapter. The focus of my discussion is not on the substantive provisions for citizenship offered by the two documents, which are summarised and briefly discussed in the introductory chapter of this volume, but on the way in which the politics of constitution making may, or may not, have contributed to establishing the subjective conditions for EU citizenship.1

This article suggests that there are many ways of characterizing the transformations of contempor... more This article suggests that there are many ways of characterizing the transformations of contemporary democracy, but that particularly Peter Mair's analysis of the 'hollowing out' of democracy suggests that we are witnessing a process of democratic disempowerment, with citizens becoming disaffected and political elites more insulated. A particular terrain of such a process is that of political representation. This article focuses on the conceptual and institutional transformations of the 'standard version' of political representation and whether the shift from a more formal and centralised system, based on authorization and control, to more informal, diffuse and trust-based processes of representation may still meet the normative requirements of democratic politics.

It is often assumed that the true consequences of philosophical skepticism are a state of uncerta... more It is often assumed that the true consequences of philosophical skepticism are a state of uncertainty, permanent doubt, and inaction. If this were so, the political consequence of skepticism would be either complete indifference or political quietism. Indeed, philosophical skeptics often have considered common morality and the rules of practical politics as having no foundations, even when they could not do without them. Skepticism—or at least certain intuitions which follow from it—has also been advocated to justify either a conservative “politics of imperfection,” or an appeal to force as the ultimate criterion in politics and morality. Although these positions may need some further non-skeptical premises, insofar as they make use of skeptical arguments they arrive at more qualified versions of political quietism. From such a perspective it would appear that skepticism only supports one kind of politics.
