The idea was that Dexter's needs were connected to his lycanthropy: if he didn't fulfill them as a human, the wolf would take over and do it for him, only changing back once his needs were satisfied
Dexter, for obvious reasons, does not want this. The wolf is far more wild and uncontrollable and he's afraid of hurting an actual person, or god forbid someone he actually cares about
(side note: wolf Dexter would never harm Michelle. She's actually one of the few things that can successfully calm him down, but Dexter is completely unaware of that)
