A: Yes. It's like a way of organization for the schools of younger children. It's the classroom the kids go to in the morning and that is their "homeroom" or "home room". It's like their group and teacher they belong to in the morning before they go off to their other classes and then they meet back up in this classroom with the same group again later in the day. It's like a "study hall" period too. No specific thing is taught during this class. It is for you to relax or catch up on homework.

A: I guess the first sentence “That is my home room teacher reading a book” is much correct and faster than the second. You’re giving the right amount of information without having to repeat yourself too many times. I mean, the second one is correct too, but I think English people would go by the first sentence way more, as it is the faster way to communicate the fact that your home room teacher is reading a book. (English people feel free to correct me! :-) )

you would say
"I'm your homeroom teacher" when you're introducing yourself to your class to let them know that you're their homeroom teacher.
for example;
"Hi class, From today on, I'm your homeroom teacher ~"

A: I live in the U.S. and had homeroom teachers in elementary and middle school. Homeroom was always the first class of the day. Homeroom was the first meeting of a class in the morning and served as base in elementary school where attendance was taken and that teacher taught a number of classes. In first and second grade I had only one teacher all day but by fourth grade, I had a homeroom teacher who taught English, History and math and another teacher who taught science. Homeroom was also the last class of the day. The teacher whould make announcements, pass out notices and and report cards. In middle school they handed out school or grade wide notices or made annoucements. That teacher taught only one class.
