That allows for the bit of extra room needed for the sill gasket, the marginally taller corner to corner wall height when 3-1/2” from vertical, plus a little working room to avoid having to sledge the wall around/into place. Walls built even slightly too tall can end up compromising where structural load is intended/designed to be, while walls to short may still function ok but look sloppy and careless.

This is an old building and I measured each end and made the cuts accordingly.
