Beryl A. Radin is a member of the faculty at the Georgetown Public Policy Institute of Georgetown University in Washington, DC. An elected member of the National Academy of Public Administration, she was the Managing Editor of the Journal of Public Administration Research and Theory from 2000 to 2005. She is the Editor of the Georgetown University Press book series, Public Management and Change. Her government service included two years as a Special Advisor to the Assistant Secretary for Management and Budget of the US Department of Health and Human Services and other agencies. Professor Radin has written a number of books and articles on public policy and public management issues. Much of her work has focused on policy analysis, intergovernmental relationships and federal management change.

Advancing the Public Interest Through Regulatory Reform

To develop a set of critical regulatory reform recommendations for the president and Congress, OM... more To develop a set of critical regulatory reform recommendations for the president and Congress, OMB Watch convened a steering committee of regulatory experts from the public interest, labor, small business, and other communities. The steering committee worked to put forth a consensus document that reflects what it sees as the most important regulatory process issues for the president-elect and Congress. Ideas raised with President Obama and congressional leaders fall into a number of categories: Improving the quality of regulations; protecting scientific integrity within agencies; ensuring agency accountability; effective implementation and enforcement of regulations; bringing more transparency to the regulatory process; and increasing public participation in federal rulemaking. The steering committee also highlighted those items that should be addressed during Obama's first 100 days in the White House and the first 100 days of the 111th Congress

So the situation today is not new. But its consequences are extremely important (as demonstrated by the covid situation). I would be very interested in the various reasons for this emphasized by the readers.. It is time to return to some of those classic questions. In the United States, a central piece of legislation in this changing perspective was the Governm... more In the United States, a central piece of legislation in this changing perspective was the Government Performance and Results Act (GPRA) of 1993, which requires federal agencies to set goals and objectives, measure performance, and report their accomplishments as part of movement toward a performance-based environment. These requirements were intended to provide political accountability for results and give agencies the opportunity to increase their responsiveness to program stakeholders and constituencies.

The samples of public opinions collected and arranged in this report, and the comments made upon them by the anonymous editor or editors (presumably some or all of the members of the Commission) throw more light on the nature of this perplexing problem and serve to lay some ancient myths. Thus it is revealed that it is not true that in Quebec the French learn English but the English do not learn French. 28.7 % of Quebecers of British origin are bilingual whereas only 24.4 % of those of French descent know the two languages. Three out of four million French Canadians in Quebec know no English. This may explain why no one suggested to the Commission what has sometimes been asserted, that in certain instances French-Canadians have an advantage simply because they tend to be the more bilingual, e.g. in retail trades in cities like Ottawa where knowledge of the two languages is imperative, and in government departments, where a due proportion of French speakers has always been politically necessary. Instead, attention has been directed in recent years to the fact that the top jobs are more often held by ’Anglophones’ who often do not speak French, and to the fact that the French-Canadian may be able to live a very full life without knowing English in his home environment, but if he steps out into a wider environment he is lost.

The term "interaction", has deliberately been chosen in preference to "intergovernmental" to acknowledge the expansion of the actors and groups involved in contemporary governance, and the blurring of boundaries between formal government institutions and those in the private or non-profit sector. The subthemes deal, respectively, with the use of interaction to manage conflict and tension; the techniques and structures of interaction; and their implications for accountability and transparency. Three lateral logics that apply to all of them are: the diversity of federal systems, the specificities of developing countries and the significance of contextual change for interaction. They explain the range of parties between whom interaction takes place, the purposes and varieties of interaction, and the resulting challenges. The diversity of federal systems makes each one unique in some ways. Nevertheless, for comparative analysis, they can usefully be grouped according to size; institutional design; and scale of diversity. Another key point of difference lies between presidential and parliamentary federal systems. The field of policy analysis rarely emphasizes the role and importance of the relationship betwee... more The field of policy analysis rarely emphasizes the role and importance of the relationship between the policy analyst and those whom they are advising. It is a topic that almost never shows up in the policy journals or in panels at policy conferences. The focus of the field has been on the assumptions, tools, roles and reality of the analyst and little acknowledgement that the analyst is an advisor to the decisionmakernot actually making the decisions. The current experience involving policy advising has moved the field from one that had been found largely in the US to include experience within other countries focusing on the advising function. As such it illustrates similarities and differences that emerge from diverse political, cultural and organizational settings. This range of policy settings indicates both positive and negative experiences with the advising function. The paper uses the comparative approach to contrast the changes over time and to begin to compare the experiences of parliamentary systems with the US shared powers system.

One of the constant themes in the policy and public management field is an attempt to define the ... more One of the constant themes in the policy and public management field is an attempt to define the differences or similarities between public and private agendas and approaches. Efforts to differentiate the public from the private are like an archeological "tell" where layers are built on one another but without clarity about where one culture begins and another ends. The topic is often discussed in the literature and its similarities and differences are debated both in the US and across the globe. This exchange takes many forms and the pendulum has swung back and forth between the two very different approaches. Its characteristics change frequently over time and, as a result, lead both scholars and policymakers to often confusing definitions and assumptions about the topic. Perhaps the most familiar quip about the topic came from Wallace Sayre, a professor at Columbia University who coined the oft-quoted aphorism, "Public and private management are fundamentally alike in all unimportant respects." Sayre's quip actually sums up an extensive literature and set of experiences that attempt to sort out approaches through traditional separate typologies. Yet the development of typologies does not seem to be likely to provide the basis for effective strategies for change when decisionmakers in the public sector try to improve their work. Some limited views that led players in particular directions were linked to the background and academic discipline of those approaching the topic. Policy and management problems cross several fields and draw on a wide variety of methodologies, frameworks, information and agendas. Many players have a background in classical economics and, as a result, they tended to draw on efficiency goals and assumptions. These often are embedded in hierarchical
