We need to update the license files for the operator project so we pass the red hat scanner.

Assumptions:
Container images are passing this scan so need to ensure we are consistent across the projects

Acceptance Criteria:
Licenses files for all docker images are configured correctly
Red Hat Scanner passes this check.
