What does this PR do?
This PR reverts the message added here: #10859 , as this issue in question (a previous verson of the opentelemetry collector was causing issues with span retention) has been resolved and is no longer happening on the latest version(v0.29 at time to byte) of the opentelemetry-collector, and therefore not something that should be called out as it would confuse users
