What does this PR do?

Includes a Powershell users can execute to determine which .NET framework version they have.

Motivation

Many users do not know off-hand which .NET Framework version they have when trying to set up APM.

Dang, I was going to comment on this. Would it make more sense to link to the official Microsoft Doc's instead of putting in a Powershell command? Link: https://docs.microsoft.com/en-us/dotnet/framework/migration-guide/how-to-determine-which-versions-are-installed
