Wrong format of 'unix_socket inside the query parameter in sqlalchemy.create_engine.
Doing:
'/cloudsql/{}/'.format(cloud_sql_connection_name)
takes the path as a direcytory, the ending slash needs to be removed:
'/cloudsql/{}'.format(cloud_sql_connection_name)
