I read from Lib/ at runtime rather than generation time because the idea is that you could run not_impl_gen.py once and you wouldn't have to change it as long as you keep it the same version of CPython, while the generated python scripts keep up to date with any changes made to RustPython. Of course, that's not exactly the case, given that whats_left.sh reruns not_impl_gen.py every time, but still.
