Fixes #7124.
See https://developer.mozilla.org/en-US/docs/Web/API/EventTarget/addEventListener#improving_scrolling_performance_with_passive_listeners. In browsers other than Safari and IE any wheel event attached to the document will be set to
passive: trueby default which does not allowpreventDefaultand causes the error. This PR fixes the issue by explicitly settingpassive: falsefor the wheel event of the number b-form-input.PR checklist
