This PR updates the Civis API Python client to v1.16.0 and the datascience-python Docker image to v6.5.0.

TODOs:

  • Merge [CIVIS-1835] VER v1.16.0 release civis-python#448
  • The Python package civis v1.16.0 is available on PyPI for pip-installing.
  • Once the previous step is done, change the source of the civis from a GitHub branch to the PyPI source, i.e., civis==1.16.0
  • Update datascience-python version to v6.5.0 in this repo
  • Update changelog

- civisml-extensions==0.2.1
- dropbox==9.4.0
- ftputil==3.4
- muffnn==2.3.1
- pubnub==4.3.0

I'm dropping the pubnub requirement here at datascience-python, but I don't think we should count this as a breaking change for datascience-python. PubNub was really a dependency of civis-python, and I've completely removed all code related to PubNub from civis-python (civisanalytics/civis-python#425). I don't think any datascience-python users would really call the pubnub package directly.
