OK, actions are enabled now and passing on this PR. Circle CI has already reported a failure here and I can't get it to change it's mind, but the webhook has been disabled so this shouldn't affect future PRs. |

Per discussion in the CloudEvents SDK meeting today (and due to the current CI setup being broken), this PR migrates CI for this repo to Github Actions.
It also adds support for Python 3.8.
