When the runtime is first spawned and not ready, the WebSocket connection will be pending for >2 min.

This PR adds a retry logic with a timeout. The retry will happen at 1s, 2s, 4s, 8s, 10s (max), 10s, ... This should fix the hopefully last runtime connection issue.
