Not sure if this affects any other components, but at the very least, it affects all the dropdowns in the workspaces page. It seems that all of them expect a specific height for the popover menu, and when there isn't enough vertical spacing, both the list of items, and the popover container itself overflow, causing the double scrollbar effect.
